Harmonious racism. China's civilizational soft power in Africa

International observers evaluate the expanding Chinese presence in Africa according to their own countries’ involvement in Africa in the past, as observed by a Chinese analyst who contends that “The charge of neocolonialism is in large part the West’s anxiety over China’s rising presence and infl uence in Africa rather than just a humanitarian concern.” Thus, China is being criticized for practicing a new form of colonialism, presumably to replace the old European colonialism.
